With the United Nations Climate Change Conference (COP21) set to begin on Monday in Paris, an expert from Western University attending and actively engaged in the session is available to media for commentary throughout its duration.

Radoslav Dimitrov is an assistant professor in Western’s Department of Political Science and will attend COP21 as a European Union delegate, representing the Republic of Bulgaria.

Having participated in UN climate change negotiations since 2004, Dimitrov specializes in global environmental politics, international climate change negotiations, and UN diplomacy.

His award-winning research introduced the concept of ‘non-regimes’ to the field of global governance, through studies on coral reefs policy and global forest negotiations.

“The conference is very likely to produce an international agreement. However, expectations regarding the strength and exact legal character of the agreement should be low,” says Dimitrov. “At best, governments will adopt a loose agreement that relies on voluntary national commitments that are determined unilaterally at the domestic level.”

Commentary reflects the perspective and scholarly interest of Western faculty members and is not an articulation of official university policy on issues being addressed.
